Dr. Payne was born in Colorado Springs, CO and raised in Raytown, MO. After more than four years in the U.S. Navy, where he served as a Hospital Corpsman in Vietnam, he returned to Kansas City. He was a Registered Medical Technologist at St. Luke's Hospital before enrolling in UMKC Dental School.

Dr. Payne received his Doctor of Dental Surgery degree from UMKC in 1979 and taught there for a year before beginning private practice in McPherson. He continued his commitment to the U.S. Navy, serving for 23 years in the Navy Reserves Dental Corps and retiring as a Lieutenant Commander. He and his wife, Teresa have raised three children in McPherson and Teresa, a Registered Nurse, heads up the OSHA coordination at SunBird Dental.
